What’s not to understand?

The Bush Administration thinks that Article 3.1c of the Geneva Convention,

In the case of armed conflict not of an international character occurring in the territory of one of the High Contracting Parties, each Party to the conflict shall be bound to apply, as a minimum, the following provisions: … outrages upon personal dignity, in particular, humiliating and degrading treatment;

is vague and they can’t figure out how to interpret “humiliating” and “degrading.”

Are these people idiots or what? Since I have a hard time believing that these people are actually idiots, there must be another reason. The simplest explanation is just that they want to continue to allow the CIA to torture people. But another idea occurred to me, and that is that these people (Cheney, Rove, Bush, Rumsfeld, etc. etc.) have never been humiliated or degraded.  They were and are the bullies in any interaction they had or are having. And so they don’t understand what it is to be humiliated or degraded, and don’t even realize when they are the humiliators and the degraders (if such words exist). They are and always have been at the top of the food chain and cannot understand what being anywhere else in the chain.
